I just got some gas, and when I printed the receipt, it was for an American Express card.
I tried to pay with a Discover.
So I went into the gas station and told the employee, "hey, my gas got charged to the person before me, you should refund that and charge me instead."
The employee was confused.
I finally explained to him what happened.
So, he charged my card for the correct amount.
I told him, refund that other guy's purchase, too.
With me not actually believing that he's going to refund that other guy's charge, I decided to call American Express and tell them. I had the date, the address, and the dollar amount.
The American Express lady said "don't worry, American Express will take care of it." I had not given her any information yet. I asked her how she would find the information for the transaction when I hadn't given her any information at all yet. She said they would figure it out.
Anyway, while I was on my way to talk to the guy about what happened, I wondered if maybe the guy swiped his card before he left so that he would pay for my gas, too. Then I thought, yeah, right, I know that's a thing at restaurants, but you can always ask what the person's bill is before you agree to it. I don't think a person would just swipe their card and walk away from a gas station to be nice and pay for the next person.
Anyway, is this a thing?

I can’t tell you how bad I want it. Some days I wake up aflame. There is electricity crackling down my knuckles, an urgent rhythm pounded into the keys as I type. A river of creation flows out of me as I revel in the act of making. Other days, I mostly eat pretzels. I meander from task to task, completely content with being dead center of the bell curve.
I can’t even tell you what “it” is. Some days I want to be the tech writer. Matt Levine will tremble. Ben Thompson’s email list will be torn asunder. I will be read and admired and praised. Other days I wake up disgusted by what yesterday’s Evan did.
Why did I write till 1 in the morning rather than spending time with my wife? I want to be great, yes, but I also want to be a great husband and son. There is a reason why lots of creatives struggle with addiction, or why many investors I know are on their third spouse. Money and power never come cheap. The only great I should want is a great life.
Perhaps you have felt similar confusion. You also want to be great. (Hopefully you’re saner than me and want to be great at something other than writing.) But still, you listen to that siren song of more.
As life forces priorities to shift, so does your personal definition of what constitutes great. There is a tension; the longer you remain committed to a single cause of greatness, the more incapable you become of being good enough at everything else.
This terrible cost is most obvious in the people who have ascended to the heights of our society. The HBO series Succession, which recently ended, showed it beautifully—for those unfamiliar, it follows Logan Roy and his four kids as they jockey to inherit the multibillion-dollar media empire Logan created.
(Beware, spoilers ahead.)
For me, the climax of the series is the penultimate episode—the funeral of Logan Roy. There, each of the children wrestle with their grief. The youngest son, Roman, collapses mid-eulogy with remorse. The eldest son, Connor, gets sidelined as he has been his whole life. But Kendall, the heir apparent, gives a speech that, my oh my, did something to me. Kendall was abused, degraded, and humiliated by his father. Logan beat Roman, committed Connor’s mother to an asylum, was misogynistic toward his daughter, Shiv, and was generally an evil, vile man. Despite all that, the company he built was great. In the eulogy he gives, Kendall grapples with his father’s legacy:
“My father was a brute. He was. He was tough. But, also, he built and he acted. And there are many people out there who will always tell you no. And there are a thousand reasons, there always are a thousand reasons to not act. But he was never one of those. He had a vitality, a force...that could hurt...and it did. But my God, the sheer, the...the... I mean, look at it. The lives, and the livings, and the things that he made…I mean, great geysers of life he willed. Of buildings he made stand. Of ships, steel hulls. Amusements, newspapers, shows, and films, and life. Bloody, complicated life. He made life happen. He made me and my three siblings. And yes, he had a terrible force to him. And a fierce ambition that could push you to the side.
But it was only that...that human thing. The will to be, and to be seen, and to do. And now people might want to tend and prune the memory of him to denigrate that force. That magnificent, awful force of him, but my God, I hope it's in me.” (emphasis added)
From the moment I first watched this speech, I have had the phrase “my God, I hope it’s in me” rattle through me. Despite Logan’s litany of sins, despite the abuse he heaped upon his children, Kendall hoped to inherit his father’s greatness.
A similar speech will be given at the eventual funerals of our current ruling elites. At Bill Gates' service they will not mention the Jeffrey Epstein connections, only the work his charity did. Mark Zuckerberg’s service will be attended by men festooned with medals, but there will be little mention of his partial responsibility for the genocide in Myanmar. Murdoch, Musk, Jobs—all of these powerful and great people who reshape our world. Maybe these individuals' greatness outweighs their personal complications, but still, they did not ascend without significant costs.
In my own life, my father was an inverse Logan. He was steadily climbing at Fortune 150 corporations, but after missing one too many of my baseball games, he left. He spent the rest of his career taking good, secure jobs that let him be home in time for dinner. He is and was an incredible dad, but he never ascended to the greatness that was promised in his former career. To him, that trade-off was worth it. Being a great family man is what mattered.
On a recent fishing trip to the Florida Everglades, as we drifted among the gnarled groves of mangrove trees, I asked my dad what his biggest career regret was. His answer surprised me: “I wish I had started my own company.” He always felt like he had the ability to follow in the family tradition (my grandfather was a 4th-grade dropout who built his own business) but never did. He sacrificed that ambition so he could provide a good, consistent life for me and my mom. I love him for his willingness to be a great dad.
My God, I hope that desire is in me. When the time comes for me to choose, I pray I’m able to pick my family like my father did. I hope I do not walk the path of Logan.
But I am afraid I will. I am afraid because in both Kendall and my dad I find inspiration. Despite all the evidence I’ve seen in my own life, I still somehow delude myself that I can have it all.
There is even more to be afraid of. There is a fear that committing myself to the cause of greatness, to being all that I think I can be, will turn me into something I now dislike. Because greatness is so malleable, I worry that “being great” eventually destroys who I am.
In the world of content, the pursuit of greatness manifests as those folks who prostitute themselves to traffic, who helplessly careen from trend to trend, desperate in their desire for virality. In startups, the same can be said of those who shift from Web3 to AI to bootstrapping to whatever will be trendy in a month.
Greatness is not measurable. It is not quantifiable. I’m not even sure it is definable. But still we desire it. Be aware, it is a devourer resting within us. What we choose to feed it determines what kind of great we will be.

I have a relative who’s completely lost at what to do? They personally were asked to pay tens of thousands of dollars for building up grades before but this time they werent even asked about paying for upgrades the strata just build the mortgage lender without informing them. And now their mortgage has doubled for the next 4 years.
Is this legal?

My tips work out to $2 - $3 an hour, but we're guaranteed $2 an hour from the boss. My confusion is as follows:
On a Tuesday night, we'll probably have 150 bills and get $2 an hour in tips, whereas a Friday or Saturday night, we'll have at least twice as many bills but maybe only make another dollar an hour in tips.
In this sense, when you're being paid hourly and your tips are negligible relative to your wage, why do people ever agree to work the busiest nights of the week? You're doing basically double the work of the Tuesday/Wednesday night shifts but getting paid only like $10 more in tips for the entire shift.
I could work Tuesday night and come home with $220 in wages + tips for a 10 hour shift where we did 150 bills, or work Friday night and come home with $230 for a 10 hour shift where we did 300 bills. Basically, you're just not well compensated for the extra volume of work that you are doing relative to the people working every other night of the week. You are essentially being paid only an extra dollar per hour for doing double the volume as everyone else. From this perspective, why would anyone agree to work those shifts when they're dramatically more stressful for basically no extra pay?

I am active duty and have a retirement decision to make. I have the choice of “retiring” in 2 years, or accepting a promotion and retiring in 4-5 years. The promotion and additional 2-3 years of service would increase the lifetime cumulative value of my pension by roughly 350k in today's dollars. That starts at about $1,400 more per month and will also increase with cost of living adjustments over time.
I have never owned a home, and after years of renting and moving from duty station to duty station we are anxious to finally settle somewhere and purchase a home upon retirement. For 20+ years we diligently saved and invested, but have watched the purchasing power of the down payment we've accumulated be destroyed by housing inflation. Our goal is to pay mostly cash for a house in a medium to high cost of living area and have a very small 15 year mortgage while retired.
I'm concerned that by staying in longer, housing will only get more expensive and the end result is us being further from our goal of purchasing a home. Basically working and saving more to only end up paying more. For example; if homes that are worth $600k appreciate by 3.5% per year over 3 years, those homes could be priced at almost $700k when it's time for us to purchase. It's scary to think they could be close to $1.0 million with another round of QE or a prolonged inflationary period similar to the 1970s. Even with 3.5% per year home appreciation, if we aren't saving/investing 20k per year the cost of housing is outpacing our saving/investing rate, and we are even further behind. (33k at 5.0%, and 45k at 7%). Our housing fund is a conservative allocation of broad market index funds, precious metals, REITs, T-Bills, I-Bonds, CDs, and cash.
Any recommendations on how to think about this decision or how to tackle this are appreciated. I would love to retire sooner rather than later to settle and buy a house, but in the big scheme of things this may be “tripping over dollars to pick up pennies”.

I (31f) grew up in a small town out in the country. I moved away for several years, and moved back with my husband (36m) and our daughter (5f) almost five years ago. We live on a dead end street with about 12 other houses. I have met most of my neighbors and even grew up with several of them.
A week or two ago I bought a Pride flag and hung it right outside our front door. I also have other rainbow colored lawn decorations because my daughter and her friends who live across the street like rainbows, and it's cute.
There have been no issues until last night. Around midnight my husband woke me up because someone was knocking on our doors and windows, but no one was at the door when he opened it. A little bit later someone started banging on our doors and windows, and when we opened the door, no one was there, but there was a dollar bill on the ground that had a crude drawing of a penis, and the words "masbala" and "faggot" written in sharpie. The picture was also colored over to give it a ponytail and a mustache. I have no idea what "masbala" means, and I am a little concerned because my husband has longer hair that's usually in a ponytail.
This morning I called my sister and my mom to talk to them about it. My sister (34f) thinks I should have expected something like this and thinks I put the flag up just because my daughter's friend once said her parents think boys kissing on TV is inappropriate. While I did wonder if the flag would annoy the parents, that was not why I hung it up. My mom (62f) thinks I should take my flag down because it's an upsetting topic. However, I grew up in this area and have been getting to know my neighbors a lot more since we've moved in, and while I figured some might not like it, I didn't think it would turn into any actual negative action. Maybe I am naive, but AITA for putting up the flag in the first place?

Also I have to save for school tuition which is about $5000 because I don't get so much support from my parents and I pay for all my bills(rent, water, light and internet). Recently I found a deal of $1000 down payment with $300 monthly, and i think its a good deal but im not sure if I should risk it to have a monthly payment.. I do work so I guess I can handle it but because I have to pay for school I don't know if I should.

For members living in Independence, Missouri the next City Council meet regarding lifting the pit bull ban has been set for Monday, June 5th.
This is the fourth meeting about this topic and has been a long, drawn out process this time around. As it stands, it seems like two Council members are for lifting the ban whereas two want the voters to decide, etc., and three remain undecided (as no official stance was made public for them).
We ask for members who live here to write in or attend the meeting to encourage and to educate the undecided City Council Members.
Unfortunately the city has decided not to put the issue to a vote due to the costs so as it stands, they will either vote to keep or repeal the ban on this day.
Sadly, the $100k or so to put the issue on the ballot will be no where near the costs it will be when they lift the ban. We know the shelters will be full of pit bulls and tax Dollars are used to house, feed, etc., these animals. Then to think about all the medical bills that come with attacks, etc.

This was the first year that I did not receive a tax refund and I personally count on that money every year. In fact, I actually ended up owing money this year. I just find myself drowning in debt and bills this year. I am just wondering if other families were affected this year by a low or no refund check.
Either I missed an email or something but I also noticed that the tax withholding were changed. I vividly remember being able to choose a 0,1 or 2 for tax withholding but within the last year it seems like it was quietly changed to a percentage or an actual dollar amount from each paycheck.

The club ranks are allowed to bully and harass players without ranks and don't even get a warning. The club ranks also can get away with other rule breaking. like duping, was once a player with the $900+ club rank and a player with a middle rank, both were duping together, middle rank for a perm ban while the club rank got a 1 day ban. Staff is all also complete power hungry shits. An admin once ignored my claim protection so he could kill me while I was on my claim just so he could collect a bounty.

There were several kids asking in the servers discord why they got banned. They said they joined and the server immediately banned them. Reason was vpn. Kids would say they don't have one, don't know that is etc...and staff was always like "maybe its your service provider" was so dumb. Then they put this in the webstore...

I know right. I had someone gift me a diamond rank once for some unknown reason. So cringe in the "private discord" you get too with those ranks. You also get perks like the gems with these ranks, but you have to buy them a very specific way or you don't get them. I didn't get the I think it was 2,500 gems when I was gifted the rank, I asked the support/owner and they said it was purchased a way that I wasn't entitled to the gems.

Using a throwaway account for safety issues:
Used to be a moderator for this server back in 2019-2020; A player had been heavily harassing me for a week and saying horribly inappropriate things towards me in voice chats and private dms
Reported it to a Sr Mod for help and they brought it up higher ups and an Owner said it wasn't their issue and to just tell me to block them. Didn't find out until months later when another Sr. Moderator had been talking about it to a different moderator who had brought it up to me.
I left the team and regretted it for some stupid reason - and sent them a support ticket apologizing for everything and mentioned to an Admin that I had felt issues weren't looked into and they threw it down again - When I told people - they posted my support ticket publicly and told everyone that I never reported any harrassers and was being a "drama queen".
Super happy this server is being posted in here.

last I played it was 1.17 but I'd imagine they have a 1.18 server. That's what they do, wait a while when a new version is released. Then release a new server and immediately stop support for the older version. Except for people who pay money to transfer items from old server to new server. Think it's like $20 for each "op" weapon and armor piece.

had to make a throw away account so i could post this safely he does make his own plugins, some of them at least, and after working for him for 7 years i can honestly say he is the worst to work with. i wouldnt say its pay to win but RGA is pay to much to have fun, this isnt his only server as well. he own a skyblocknetwork as well. hes been called out for years for padding player count, and spoofing votes to get it higher on vote sites. there is so much i could go into in all my time working there
i worked with him through 2 S.A/ grooming cases that were swept under the rug and watched as a discord admin was harassed by one of the "co-owners" GF at the time. Don't get me wrong the Discord admin was kinda a bitch, but for RGA to let the Berry Admin make war against them and tell them to Commit Sewer slide was a little terrible. it ended with the discord admin leaving the server. not sure where they are now but i hope they got help after that.RGA doesnt give a shit about his staff and what happens on the team, he instead leaves that up to "admins" while he is off making fake hacker videos and fake troll videos.

Long story short, my former employer in 2022 did not take nearly enough tax off my pay and shares that were granted to me. As a result I ended up with a tax bill of $24,000 owing when I filed in April. I used my savings to pay off the first 50% of the taxes owing but am still left with a sizable amount owing. I have $5000 in my TFSA that I could pull and apply that against my owed taxes that remain. Other than that I’m sending the CRA $500 per month but am having a hard time coming up with any more due to cost of living increases lately. Any advice would be appreciated.

Dad passed away last month. His girlfriend of 20+ years is inheriting most of his estate. They were living off his SS payments (~3000/month) before he passed. She is 60 years old and has no income or savings. She is currently getting $900/month in SSI which she will definitely lose because of the inheritance. She worked under-the-table bartending type jobs most of her life and hadn't worked since 2007. I checked her future SS payments and they are $200 if she starts taking them at 62.
I'm trying to give her some immediate advice regarding the situation with the inheritance which is as follows:
Life Insurance : $210,000
House #1: $340,000 w/ $70,000 mortgage
House #2: $140,000 w/ $50,000 mortgage
Ranch land: $40,000 w/ $5000 mortgage
Vehicles: $25,000
He had no other debt.

I've told her to pay off the mortgages because this is the greatest ROI (5.5-8% interest). Without those three mortgage payments her bills are $1600 less per month. The less valuable house is being rented by her daughter to help her out at $1000/month which will start being income. I told her to sell the land and a $20,000 RV which will put $60,000 back into her savings. This would leave her with $145,000 in savings and 2 paid off houses. Here is where I am struggling... $1000 a month isn't near enough to keep her going the next 20+ years and 4% on 140,000 wont cut it either. Even if she sells the $340,000 house and downsizes and pockets maybe $150-200k I feel that would be $14,000/year at best in dividends+ rent = $26,000 before taxes.
Is there anything here I'm missing or is she in deep trouble?

Now she is trying to “change her life around” and do right by people. Which I think sounds good. She got a good paying job. But pays a rent she can barely afford + other bills. Just about everything month she barely makes ends meet. She still owes me 2800 dollars and we agreed to a payment plan. But every time it’s time to pay me something comes up and it gets delayed. It’s happened about 4 times now. She says I’m being inconsiderate because she’s trying. I told her I’ve given her multiple opportunities and cut her a lot of slack and I want the money she owes me. Am I the asshole ?

On the one hand, yes, we have to admit that these are being installed in minority areas pretty much 100% of the time. On the other hand, that is where a lot of the crime takes place and a lot of the gunfire, so it makes sense to install these systems in these areas where these happen the most? Data breach unmasks locations of gunshot detection sensors on rooftops of schools that predominantly serve Black youth

Shortly after a dozen gunshots erupted from a stolen red SUV on the northside of Minneapolis this month, emergency dispatchers were notified of the drive-by shooting that shattered a window at the school district’s administrative headquarters.
District officials promptly reported the shooting to the cops, who briefly halted their chase when they encountered a school bus dropping off students. A second police report, this one from a California-based surveillance company, had also alerted authorities to the ear-piercing pops.
The incident resulted in the arrest of three teenagers, who were ultimately chased down by cops on foot and a state police helicopter in the air. Shootings and car thefts have surged in Minneapolis over the last several years and, in a press release, Minneapolis Police Chief Brian O’Hara said that out-of-control youth had become “a danger to themselves and to anyone who happens to be around them.”
Yet in some ways, the teenage arrests were an anomaly: The controversial ShotSpotter surveillance sensors that notified police to the blasts, multiple reports have found, rarely direct police to the scenes of firearm crimes. Concerns about ShotSpotter false alarms and their disproportionate effects on Black residents didn’t stop the city’s school district from secretly partnering with the company, an investigation by The 74 has revealed.
For nearly a decade, Minneapolis Public Schools has made northside campus buildings available to bolster a massive surveillance network that peppers neighborhoods with microphones designed to detect, analyze and geolocate gunfire.
Since at least 2014, the school district has agreed to host nondescript ShotSpotter sensors on the rooftops of campus buildings, according to contracts that were leaked as part of a massive cyber attack on Minneapolis Public Schools earlier this year. Six agreements, signed in 2014 and 2019, authorize the sensors to be mounted atop school buildings “in an ‘out of sight’ fashion. The city maintains the primary contract to station ShotSpotter sensors throughout Minneapolis; the school district simply agreed to host the devices on their property. Last year, the city’s latest contract for the sensors totaled $168,000, according to GovSpend, a database that tracks government procurement.
Subjected to a relentless stream of mass school shootings, school districts nationwide spend billions of dollars each year on campus security, including on gun-detection hardware. Yet ShotSpotter’s footprint in education remains largely unknown. The locations of the gun-detection sensors in Minneapolis and urban communities nationwide have for years been intentionally hidden.
In the leaked contracts, Minneapolis school officials agreed to withhold from the public information about its participation in the surveillance program. Details about the sensor locations, officials agreed, “cannot be disclosed under any circumstances.”
In Minneapolis, campus ShotSpotter locations were uncovered during The 74’s investigation into the fallout from the February cyber attack. Highly sensitive information about students and educators, as well as confidential campus security information, were published online in March after the district failed to pay the Medusa cyber gang’s $1 million ransom demand.
ShotSpotter’s efforts to thwart bloodshed from gun violence is commendable, said Teresa Nelson, the legal director of the American Civil Liberties Union of Minnesota. But, she said, privacy and racial disparities in ShotSpotter locations, as well as reports calling into question the sensors’ effectiveness, outweigh their potential benefits. And efforts to withhold the school district’s ShotSpotter agreement from the public, stifle resident’s ability to engage in conversations about how to keep their communities safe, Nelson said.
Ultimately, “it adds a layer to the idea of policing in our schools” that could be problematic, she said. ShotSpotter coverage of schools, she worried, could send police who are “ready for an extremely dangerous confrontation” to campuses “for no reason” due to false alarms from fireworks, backfiring cars and other loud noises.
“That changes the tenor of policing in that area,” she said. “Police have tremendous power and so the community is entitled to know how they’re using that power and how they’re using new technologies that allow them to effectively conduct general mass surveillance.”
The Minneapolis school district didn’t respond to multiple requests for comment. The district has been criticized for not sharing more information with the public about the nature and extent of the breach — its most recent statement on its website is from April 11. It declined interview requests from The 74 for a May 15 investigation about the breach of closely guarded campus security information and didn’t respond to questions for a May 5 article on the leak of highly sensitive information about students and staff.
In an email, Minneapolis Police Department spokesperson Garrett Parten declined to disclose the number of ShotSpotter sensors deployed across Minneapolis, adding that the company selects installation locations. The technology, he said, “has been an excellent tool in aiding the quick location of shooting victims” so they can receive medical attention “when seconds count.”
“In general, ShotSpotter pinpoints the location of gunfire,” Parten said. “This allows officers to respond directly to a location rather than doing a grid search looking for evidence. As such, Officers are able to quickly locate and secure evidence that might otherwise be removed, compromised, or missed altogether.”
Thomas Chittum, the senior vice president of analytics and forensic services at ShotSpotter owner SoundThinking, said the data breach in Minneapolis is a rare occurrence but the publicly traded company is taking the incident seriously. Though the sensors are regularly placed on municipal buildings like police departments and schools, he declined to specify how many are stationed on campuses in Minneapolis or nationwide. Sensor locations are confidential, he said, to prevent vandalism, retaliation against businesses and agencies that agree to host the devices, and efforts by gunmen to get around the system.
“Now that these things are known publicly, we have to assess whether or not we think it poses a risk to the efficacy of the system,” said Chittum, who retired last year as acting deputy director of the federal Bureau of Alcohol, Tobacco and Firearms. “The sensors are not hard to relocate but we’ll have to assess whether or not that’s feasible and necessary.”
Few arrests, little evidence of gun-related crimes
Researchers and civil rights groups have warned for years that the technology, which is disproportionately deployed in communities of color, could do more harm than good by routinely sending militarized police into high alert over false alarms. SoundThinking maintains that its ShotSpotter sensors are 97% accurate.
The most comprehensive study on ShotSpotter’s efficacy, published in 2021 in the peer-reviewed Journal of Urban Health, reported dismal findings. The analysis of ShotSpotter in 68 metropolitan counties from 1999 to 2016 found the sensors had no significant impact on firearm-related homicide rates or arrest outcomes.
ShotSpotter deployments have been especially contentious in Chicago, where the sensors are disproportionately installed in neighborhoods with large percentages of Black residents. In more than 31,000 incidents each year, ShotSpotter alerts send Chicago police to locations where they failed to find evidence of gun crimes, according to research by the MacArthur Justice Center at Northwestern University’s law school. Between April 2021 and April 2022, researchers found, 90% of ShotSpotter dispatches failed to find evidence of guns. In a 2022 lawsuit, the group accused the city of relying on a surveillance tool that enables discriminatory policing without a clear public safety benefit.
A separate report from the city’s Office of Inspector General, published in 2021, reached similar results, concluding that the alerts rarely produced evidence of gun-related crimes, investigatory stops or recovered firearms. Yet the sensors led police to make more aggressive stops in certain neighborhoods, the office found, offering fodder for advocates who argue the devices lead to the over-policing of Black residents.
In a company-funded report by Edgeworth Analytics, researchers called the MacArthur analysis “misleading” and concluded that, “based on client reports,” ShotSpotter sensors were 97% effective in detecting gunfire.
Chittum said the sensor locations are selected based on historical crime data and rejected advocates’ concerns over racial disparities.
“The people that balk at the idea that you would deploy public safety infrastructure in the place where it could do the greatest good boggles my mind,” he said. “Of course you’re going to deploy it in the place where it’s most likely to help the people that have had the greatest impact from gun violence. I just don’t understand why you wouldn’t want law enforcement to know about shootings that occur in those neighborhoods.”
While the City of Chicago has long been a key ShotSpotter customer and former Democratic mayor Lori Lightfoot called the tool “a lifesaver,” that could soon change. New progressive Mayor Brandon Johnson campaigned on a promise to end the city’s $33 million ShotSpotter contract, vowing to instead “invest in new resources that go after illegal guns without physically stopping and frisking Chicagoans on the street.” After Johnson’s election, the company’s stock prices tumbled more than 25%.
After weighing the costs against their benefits, officials in several cities — including San Antonio, Texas, and Charlotte, North Carolina — have ended their ShotSpotter subscriptions. In San Antonio, officials spent more than $500,000 for the sensors, an expenditure that led to four arrests and seven weapons seizures in a two-year period.
Similarly in Minneapolis, ShotSpotter alerts have rarely led to arrests or evidence of gun-related crimes, according to a local television news investigation. An analysis found that Minneapolis police responded to about 8,500 ShotSpotter activations from January 2020 to September 2021. About 80% of the time, police didn’t locate evidence of a gun-related crime and only 32 activations — less than 1% of the total — led to an arrest.
On one occasion, in 2012, the city temporarily disabled the sensors on New Year’s Eve because the system became overwhelmed by alerts from the blasts of fireworks.
‘Still losing our young people’
The six Minneapolis campus ShotSpotter locations disclosed in the breach are clustered in the city’s northside. Districtwide, about a third of Minneapolis students are Black. At the campuses where ShotSpotter sensors were disclosed, nearly two-thirds of students are Black.
The roughly 33,000-student district operates just shy of 100 schools. It’s unclear whether the devices were placed at a limited number of district locations or whether information about other campuses that serve as ShotSpotter hosts were spared in the data leak. Though police said ShotSpotter alerted them to the recent drive-by shooting — along with calls from educators — the leaked contracts don’t outline a sensor location at the district’s administrative offices.
While the specific locations of ShotSpotter sensors citywide haven’t been publicly disclosed, residents are well aware of their presence in certain neighborhoods, said Marika Pfefferkorn, a Twin Cities-based student privacy advocate and executive director of the Midwest Center for School Transformation. Yet the devices, she said, haven’t done enough to keep people safe.
“It’s not preventing the shots (from being) fired,” Pfefferkorn said. “We’re still losing our young people.”
In Minneapolis, homicides have surged by 166% since 2019 and the number of gunshot victims has more than doubled, according to city data. More than four-fifths of shooting victims in the city are Black, according to the data, as are 89% of suspects.
Outside Minneapolis, three school districts — one in Texas and two in Massachusetts — have purchased ShotSpotter services, according to GovSpend.
In 2021, the Newark, New Jersey, school district agreed to install the sensors on 30 school buildings in predominantly Black neighborhoods, according to a Chalkbeat investigation. Information about the agreement was removed from the school system’s website after the school board received an email inquiry from the education news outlet.
In a 2022 email also exposed in the Minneapolis data breach, a ShotSpotter employee declined to disclose to a school district facilities official the on-campus locations of its sensors, arguing that could allow the information to “fall into the wrong hands.”
“If the location of all sensors became known to the public,” the employee wrote, “criminals would have the capability to disable the gunshot location and detection functionality of the system, or otherwise seriously compromise the law enforcement utility of the system.”
As communities nationwide debate efforts to bolster security in school buildings, parents are demanding a seat at the table, said Kenneth Trump, president of the Cleveland-based National School Safety and Security Services.
“Parents expect authentic, transparent communication from school officials,” he said. When schools and cities equip communities with emerging security technology, officials “had better be transparent about expectations and limitations, and I’m not sure that’s occurring.”
Ultimately, it’s up to the City of Minneapolis to assess whether the sensors work as intended, said Nelson of the ACLU’s Minnesota chapter.
“Without strict limitations and auditing, we can never really be certain that it’s not being abused,” she said. “There needs to be more transparency and more assurances that it’s not going to be abused.”
